- The Federal Reserve Bank of Cleveland’s Community Affairs Office conducted an environmental assessment survey in early 2003 to better understand community reinvestment and economic development conditions in the Fourth Federal Reserve District. Specifically, the Community Affairs Office wanted to learn about current trends affecting access to capital and credit in low- and moderate-income communities. (PDF)
