Barbara J. Lipman

Barbara J. Lipman is the manager of a policy analysis team in the Division of Consumer and Community Affairs of the Federal Reserve Board of Governors in Washington DC that analyzes emerging issues in consumer and small business financial services.

She has more than 15 years’ experience in community development, both domestic and international, and has served as consultant to the World Bank, Habitat for Humanity, and the U.S. Department of Housing and Urban Development. While stationed in Ukraine for the U.S. Agency for International Development, she worked on small business development in the newly privatized real estate sector. Previously, she served as Research Director at the nonprofit Center for Housing Policy, during which time the Center received the John D. and Catherine T. MacArthur Foundation’s designation as a Creative and Effective Institution. Ms. Lipman received a BA in Economics from the University of Pennsylvania and an MS in Urban Planning from the London School of Economics.
